Cookie Policy
This Cookie Policy (hereinafter — the “Policy”) has been developed by IE Vasilenko Daria Vladimirovna (OGRNIP: 319237500248691, INN: 233101864590) — the operator of the websites https://prostarch.ru/en/, services and offerings (hereinafter — “we”). The document is drafted in accordance with Federal Law No. 152-FZ “On Personal Data” and amendments introduced by Federal Law No. 420-FZ of 04.08.2023, which recognize cookies as personal data and introduce prior consent and consent logging requirements.
1. Definitions
Cookie file — a small piece of data stored by the browser on the user's device when visiting a website.
Consent — a free, specific, informed, and conscious confirmation by the data subject of the processing of their personal data (Art. 9 of Federal Law 152-FZ).
Consent log — an electronic database recording the date, time, IP, user-agent, banner version, and choice made (“Accept”, “Customize”, “Decline”) with a storage period of ≥ 3 years (Part 8, Art. 5.1 of Federal Law 152-FZ).
Prior consent — a mode in which any cookies not related to technical ones are set only after obtaining consent (para. 5, part 5, art. 18 of Federal Law 152-FZ as amended by Federal Law 420-FZ).
2. Cookie Categories
Only category 2.1 is loaded until consent is provided.
2.1 Technical — provide basic functionality: correct page loading, authorization, saving selected language, banner operation. Processed on the basis of para. 4, part 1, art. 6 of Federal Law 152-FZ (fulfillment of user request).
2.2 Functional — remember individual interface settings (theme, font size). Require consent.
2.3 Analytical — collect aggregated visitor statistics (Yandex.Metrica, VK Pixel). Require consent.
2.4 Advertising — used for retargeting and ad personalization (Yandex Direct, VK Ads). Require consent.
Cookie lifespan is limited: technical — up to 1 year, functional and analytical — 13 months, advertising — 9–12 months.
3. Legal basis
Categories 2.2–2.4 are processed based on the consent of the personal data subject (para. 1, part 1, article 6 of Federal Law No. 152-FZ). Technical cookies are processed without consent to fulfill the contract and provide the service (subpara. 5, para. 1, article 6).
4. Obtaining and withdrawing consent
Upon the first visit, a banner with three buttons is displayed: “Accept all”, “Customize”, “Reject”. Only category 2.1 is loaded before a choice is made.
Clicking “Accept all” automatically activates categories 2.2–2.4 by default. “Customize” allows for detailed selection of categories. “Reject” prohibits categories 2.2–2.4.
Consent/rejection is recorded in the consent log, which is stored for at least 3 years after withdrawal (part 8, article 5.1).
The user can withdraw consent at any time: via the banner icon “⚙️ Cookie settings” or by e-mail pr@starchunion.com. Processing of withdrawal — ≤ 3 business days (part 7, article 5.1). If necessary, the period may be extended to 10 business days with user notification (part 7).
5. Managing cookies in the browser
The user can delete or block cookies through browser settings (Chrome, Firefox, Safari, Edge, Opera). However, disabling technical cookies may limit the functionality of the Services.
6. Storage and security
The consent log is stored in a secure cloud storage with AES-256 encryption, daily backup, and role-based employee access (Part 2, Article 19 of 152-FZ).
7. Cross-border transfer
Cross-border transfer of cookies is permitted only if Article 12 of 152-FZ is complied with and separate user consent is obtained.
8. Responsibility
Violation of the cookie processing procedure may result in an administrative fine of up to 15 million ₽ or 3% of annual revenue (Part 10, Article 13.11 of the Code of Administrative Offenses of the Russian Federation, as amended by Federal Law No. 420-FZ).

The current version is available at https://prostarch.ru/en/cookies. Changes take effect immediately upon publication.
